Through civil society sub-grantees at community level, the TPD is responsible for technical quality of project activities and service delivery . He/she will ensure technical quality of institutional strengthening plans and activities for Ministry of Women’s Affairs and Social Development at state and Local Government Area level, and of capacity building plans and activities for grantees and their sub-grantees. As a member of the senior management team, the DCOP/Technical Program Director will have overall responsibility for technical management, coverage and quality of implementation to support the Government of Nigeria to maintain and strengthen the achievements of previous and current OVC programs in the project’s 5 States/4 states and the FCT. Strategic leadership, coordination and oversight to all technical interventions and relationships with sub-grantees to plan and execute quality OVC services and designs and closely monitors the implementation of technical capacity building initiatives.
Responsibilities: The Technical Program Director will
- Be accountable for project technical performance and continuous quality improvement to USAID’s satisfaction, and working with the M&E team tracking and technically managing any arising or pending technical and/or management issues.
- Direct and supervise senior technical staff and define the scope and oversee short and long term technical assistance for the technical program implementation.
- Support the COP in the management of grantees through technical capacity building and cost control.
- Participate in national initiatives and fora focused on improved technical quality of OVC programming.
- Minimum Bachelor’s degree in a related professional area (medical, nursing, social work) or substantial working experience.
- Master’s degree in (MA, MPH, MSc, MSW/CQSW, MPA, or equivalent), preferred.
- Minimum of ten years experience in technical capacity building management including technical assistance to organizations providing services at community level.
- Broad understanding of sub granting and mechanisms for ensuring sub-grantees technical capacity and quality of service delivery.
- Experience of field-based technical assistance to community and homebased care of people living with HIV and orphans and vulnerable children at progressively senior level.
- Demonstrated success as a strong technical manager and strategist and proven leader in building partnerships and impacting changes across functions, and multiple locations
- A significant demonstrated health project implementation experience and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USAID and other donors interested in development.
- Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence.
- Significant work experience in Nigeria, preferably in the public health or social welfare sector.
- Written and spoken fluency in English essential and competency in at least one local language desirable.
