Africare is seeking a suitably qualified person to fill the position of Technical Program Director for a USAID program based in Nigeria. Under the direction of the COP, the Technical Program Director (TPD) provide technical vision and leadership to program activities by the umbrella grants project.

Through civil society sub-grantees at community level, the TPD is responsible for technical quality of project activities and service delivery . He/she will ensure technical quality of institutional strengthening plans and activities for Ministry of Women’s Affairs and Social Development at state and Local Government Area level, and of capacity building plans and activities for grantees and their sub-grantees. As a member of the senior management team, the DCOP/Technical Program Director will have overall responsibility for technical management, coverage and quality of implementation to support the Government of Nigeria to maintain and strengthen the achievements of previous and current OVC programs in the project’s 5 States/4 states and the FCT. Strategic leadership, coordination and oversight to all technical interventions and relationships with sub-grantees to plan and execute quality OVC services and designs and closely monitors the implementation of technical capacity building initiatives.

Responsibilities: The Technical Program Director will

• Be accountable for project technical performance and continuous quality improvement to USAID’s satisfaction, and working with the M&E team tracking and technically managing any arising or pending technical and/or management issues.
• Direct and supervise senior technical staff and define the scope and oversee short and long term technical assistance for the technical program implementation.
• Support the COP in the management of grantees through technical capacity building and cost control.
• Participate in national initiatives and fora focused on improved technical quality of OVC programming.

Requirements:

• Minimum Bachelor’s degree in a related professional area (medical, nursing, social work) or substantial working experience.
• Master’s degree in (MA, MPH, MSc, MSW/CQSW, MPA, or equivalent), preferred.
• Minimum of ten years experience in technical capacity building management including technical assistance to organizations providing services at community level.
• Broad understanding of sub granting and mechanisms for ensuring sub-grantees technical capacity and quality of service delivery.
• Experience of field-based technical assistance to community and homebased care of people living with HIV and orphans and vulnerable children at progressively senior level.
• Demonstrated success as a strong technical manager and strategist and proven leader in building partnerships and impacting changes across functions, and multiple locations
• A significant demonstrated health project implementation experience and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USAID and other donors interested in development.
• Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence.
• Significant work experience in Nigeria, preferably in the public health or social welfare sector.
• Written and spoken fluency in English essential and competency in at least one local language desirable.

Through the COP for grant management and reporting on grant performance, the Finance Director shall be accountable to USAID. He will provide financial and technical management to ensure best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of donor financial reports.

Responsibilities:
His responsibilities shall be to

• Provide leadership to staff and assist with developing and maintaining an environment of high-quality service and performance.
• Maintain spending at budgeted levels through proper monitoring and review processes, including tracking and reporting on cost-sharing commitments made in the cooperative agreement.
• Establish long-range plans and implement short-range goals to further develop finance and operations procedures in line with Africare’s policies.
• Ensure accuracy, consistency, completeness and compliance with relevant accounting standards and financial policies.

Requirements:

• Minimum University degree in accounting, economics, management or related field; Masters degree preferred.
• Minimum ten years experience in both financial and grants management including supporting sub grantees with substantial funding from USAID and other funders.
• Experience managing grants of over $25 million.
• Donor project management experience and demonstrated knowledge, understanding, and experience with USAID budgeting, grant accounting, funding cycles, and US government grant regulations and financial reporting requirements.

Vancancy for Organizational Development Director, Abuja, Nigeria

An Organizational Development Director is needed for a USAID Orphans and Vulnerable Children umbrella grants program in Nigeria. Recruitment is based upon successful award of the project. The Orphans and Vulnerable Children program focuses on the following service delivery:

• Food and nutrition services
• Health services
• Shelter and care services
• Economic strengthening services
• Education/learning services and protection services
• Psychosocial support services

The following are going to be the responsibility of the successful candidate:

• Building the organizational capacity of local Nigerian sub-grantees.
• The Organizational Development Director will work with sub-grantees to manage their operations as effectively and efficiently as possible
• He/she will also design and closely monitors the implementation of organizational capacity building initiatives.
• He/she participates in national capacity building and systems strengthening initiatives intended to promote local ownership and contribute to the sustainability of HIV and OVC programming.
• He/she directs and supervises senior OD staff and short and long term technical assistance for the organizational development program.

• Conduct capacity assessments of partner NGOs and CBOs and design organizational development plans.

• Remain up-to-date with latest methodologies, best practices, and donor requirements.
• Gather data for Project Monitoring and Evaluation.
• Contribute to regular implementation reports.

Pact is looking for a Consultant who would contribute to program development for anticipated USAID HIV/AIDS Prevention and OVC program solicitations in Nigeria. The Consultant will work with local and headquarters staff to develop strong strategies and proposal documents.

Duties and Responsibilities:
• Lead internal strategy development, before and after solicitations are released;
• Meet with potential partner organizations to identify and negotiate strategic partnerships;
• Write technical sections of proposals;
• As needed, determine costing information;
• As needed, vet candidates for proposed positions.

Job Requirements:
• Master’s degree preferred (or equivalent work experience) in relevant field with a minimum 6 years experience in activities related to health, HIV/AIDS and/or OVC services in developing countries.
• Experience working on community-based HIV/AIDS or OVC development programs in
Nigeria or similar environment;
• Experience contributing to winning USAID proposals, preferably related to health issues;
• Knowledge of accepted best practices around HIV/AIDS and OVC;
